Oswald West saw the Oregon coast as a natural gift and birthright of the people and decided to preserve the entire area by declaring it a “public highway”. The bill passed in 1913.
The passage of this bill protected our existing coastline AND prevented commercial & private development. This cleared the way for the Oregon Beach Bill, signed into law by Governor Tom McCall on July 6, 1967, making public access to the shoreline permanent throughout Oregon.
